Minutes for September 24, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:02 PM.



  • Pledge of Allegiance
Chairman Emery led the recital of the Pledge.



Opening Bids – Tax Sale Upper Egypt Road Map 4, Lot 65A

Chairman Emery recused himself because he is involved in one of the bids.  Selectman Harmon opened the bids.  She said all bidders put the required deposits down and the deposits for bids we do not accept will be returned.  The Board will probably award the bid next week.


  • Approval of Prior Meeting Minutes

  • Discussion held between 5:00 & 7:00 p.m.
Selectman Harmon said one of the biggest discussions they had was reviewing the Personnel Policy.  The Fire Chief was in and had some questions about it which precipitated the Selectmen’s request for a Workshop.

The Selectmen discussed electricity rates.  Selectman Booker is looking into that.

The Board talked about the Canal Bridge project and Selectman Burns said the Fire Chief talked about the suppression proposals for Dunkin Donuts and the Dollar General Store which is what he put forth at the Planning Board meetings.



  • Review of Correspondence
No correspondence to read this week.



  • Review of Projects and Issues
Selectman Burns reported that he has been in several times this past week.  He came in early today to help Chet Ouellette remove another door and take that over to be worked on.  He said he is still waiting for the proposal from Headlight Audio Visual Company for the overhead projection system the Board wants to put in the large meeting room here.

Selectman Booker said she has started looking at electricity rates and has a lot more research to do.  She looked up quite a few this past week and said she is not finding anything quite as good as what we have right now but she will keep researching.  She has been looking at companies who are providers so far but she said she will probably look at brokers to see if she can find a better way to go about this.

Selectman Booker mentioned that the Board did talk about some personnel policy issues and had a discussion yesterday about another item they may want to work on for that.  She went on to say that she talked with Brian Atkinson from Hollis and Mark Parlin from Maine Department of Transportation again about issues that have to do with the bridge lighting so they have a better understanding of the light structures, where the electricity hooks in and why.

Selectman Santolucito reported that he spoke with the Fire Chief when he was in tonight and will be getting together with him to get a tour of the 3 fire stations and get an overview of what’s happening with the Fire Department.  He mentioned that he appreciates the updates the Chief provides in writing each week.  Selectman Santolucito said the Chief does a good job summarizing what is going on in the department.

Selectman Harmon has been in this week and met a couple of times with Bob Gingras from Parker Appraisals.  She did an abatement today and said Bob Gingras is working on cleaning up some things that have been brought to his attention.

Selectman Harmon reported that she and Selectman Booker will be meeting tomorrow morning with the town’s attorney and a resident’s attorney regarding the possibility of some land being donated to the town.  She also mentioned having discussions with a couple of Department Heads regarding the Personnel Policy which the Board talked about tonight.

Selectman Emery is still working out of town but reported that he came in late one night last week to check the mail and catch up on that.  He said he checks in with someone almost every day to talk about what is going on and give his input if it is needed.

Selectman Emery mentioned that he attended a recent Planning Board meeting and he talked about some new commercial development here in town.  At the Hannaford complex they are adding a building with 3 businesses going into it.  He said it looks right now like there will be a Dunkin Donuts on one end and a sandwich shop on the other end.  He said the Planning Board also had their first review of a new Dollar General Store that will go in across from Hannaford on Route 202, and they will be doing a site walk for that on Monday.  

Selectman Emery said a gentleman who wants to make hard, apple cider talked to the Planning Board about a zoning change.  He is looking about a year out at starting a business with retail sales of hard cider and starting a winery on his property on Route 202.

Selectman Harmon asked if the Planning Board talked about carry forwards.  Selectman Emery said he left the room for a few minutes and when he returned they were done so he did not hear them talk about that.



  • Old Business
Demolition of old Town Garage – Selectman Emery said he will check with Tom Kennie again to see if this is something they (Public Works) can do this fall or not.  He said the town raised money for this and sometime between now and next spring the building will come down.

Davis Road – The Board has no update on this.  Selectman Emery said they have come to a dead end trying to locate the guy who owns the road but they are still trying.  Selectman Harmon suggested that the Board send him a letter.  She said the Board has an opinion from our attorney that the owner is still legally obligated for that road.  The town does have the ability to take legal action against the owner and the Board could go in that direction since they have not been able to meet up with him.  Selectman Emery agreed and Selectman Harmon recommended the Board discuss it in their workshop.

  • Next Meeting of the Board
Board of Selectmen Meeting Wednesday, October 1, 2014 at 7:00 PM

The Board scheduled a Workshop for Thursday, October 2, 2014 at 6:00 PM

Selectman Burns said he talked with Tom Kennie this afternoon and he has ordered the steel siding for the salt shed on Church Hill Road.  They cannot match the siding as it exists today so he is going up 5 feet on the whole side and that is the way he is going to replace it so he should have the steel in the next couple weeks.  



  • Other Business
Hazardous Waste Day will be Saturday, October 4, 2014 from 10:00 AM ~ 2:00 PM at the Buxton Transfer Station. This is for Buxton residents only.  For more information you may contact Greg Heffernan, Transfer Station Manager at 929-3913.



  • Public Comments and Questions
A resident introduced himself as Ike’s Auto Sales & Service, Joseph Iaconeta Jr., and talked about issues he has had with his telephone service provider.  A lengthy discussion followed between Mr. Iaconeta and the Board regarding service problems and other options for phone service.  After that Mr. Iaconeta talked about cutting back and cleaning things up at his junkyard and there was a brief discussion with the Selectmen about the number of junkyards left in town.

The Selectmen agreed that it was nice to see people attending the meeting.
